RBR is too hardcore to me, dont have thtat much time to learn and Dirt its unplayable on wheel. My MOMO wheel works in other games( shift2, forza6 beta.),too. I believe that we are facing the same problem, windows did not get the full name of wheels. You can go to registry to check if it shows the corrcet name. In my old PC,which has no problem in dirt3,its is called 'Logitech MOMO Racing USB' without any modifying.

I think it's safe to change the registry to full name, and my wheel still works in shift2 and forza6 perfectly after I change it.
